N.Y. SUITCASE SCARES SPUR TERROR 'DRY RUN' FEAR

"Police fear five empty suitcases left at Penn Station, New York FBI headquarters and other security hot spots in early April were a test by terrorists bent on a Madrid-type attack on commuter rails, The Post has learned."

The key point here is that they were all empty.

As a confidential Metropolitan Transit Authority police bulletin explains:

"'These cases appear to be unusual because in most cases of an unattended bag/package there is something in the container, whether personal belongings, clothes or other items.'"

That's something I never really thought about. Usually when they find unattended bags, there's something in there. Makes sense.

Now, Penn Station I can explain. You know how they have luggage stores in airports and train stations and stuff? I always wondered about those stores. I mean - shouldn't you be packed before you get to the airport/train station? But anyway... perhaps someone's bag broke and they bought a new one, leaving the old one unattended. Possible.

Now FBI headquarters - that's a little harder to explain. You never know, though, what random crap you'll find on the street. I'd come up with more explanations, but they don't mention the other "security hot spots."
