Sweat the Small Stuff
At mock emergency, no talk of mass transit

I think the MTA is the weakest link here. Beyond preventing attacks on the train (something I think is really tough), I just don't think they have adequate plans to communicate with and evacuate passengers in case of an emergency. Any emergency, terrorist-related or not.
