Police To Expand Operation Impact

Listen, I like to make fun of the NYPD as much as the next guy, but I have to say this makes sense. I'm a big fan of "fishing where the fish are," and that's exactly what this attempts to do. However...

What are they calling the follow up to Operation Impact? Operation Impact II. Some creative wizards at work here.

Now, to argue with myself, I wonder if "fishing where the fish are" in this case leads to a self-fulfilling prophecy. If you make more arrests in areas where you think there are arrests to be made, won't the stats tell you that you should be spending even more time there, thereby allowing crime to flourish in other areas until the stats tip off the NYPD? Confusing.
