As previously mentioned, I spent the weekend in Palm Beach, FL. So here's a Florida story for you. See, they have this program where "outside workers" (we call them landscapers) learn how to report crimes to the local police department. It's like a distributed network of underpaid workers keeping watch over the property of really rich people. I could see something similar working here with all of those old people that look out the windows of their apartments all day. Or hot dog vendors. Or homeless people.
